This is an extremely vague model to follow. There are several different stage levels for the Networked Society categories. All of the stage levels are in Stage 1. The reason for this is because of the lack of resources and telecommunications that will allow the society to be interconnected. It is important to note that the majority of the Iraqi government websites do not even have functional websites, let alone the desktops to support them. So if the government does not have functioning websites, it’s extremely doubtful local businesses have the capabilities.
