The
Ministry of Information in Iraq is in charge of setting all trade and
telecommunications regulations for ICTs. To my surprise, I have
found that a lot of the reconstruction efforts have had major plans put
in place. Due to the Network Economy stage levels, this has
accelerated the Policy stage levels. This in turn will help
accelerate plans when all of the major companies involved in ICT
reconstruction effort work together. There are several dozen
vendors and companies that have been put in charge of rebuilding both
telephone and data communications.

In December 2003 MTC Atheer was licensed to install and operate a GSM network in the Southern region of Iraq. The license was for 2 years, extended further and will be renegotiated in late 2007 by the sovereign Iraqi government. In less than two years, the company succeeded in executing its initial objectives despite the security situation in Iraq.
