Telecommunications Regulation (Stage 3)

 

Argentina has made significant progress in reducing tariffs within ICT.  As more and more ICTs equipment become available and affordable, barriers within Argentina have been taken down.  Argentina has enacted broad liberalization in the service sector; however, some barriers still exist, such as duty-free restrictions within telecommunication equipment between Argentina and Brazil. Alternatives exist within the telecommunication industry, specifically ISPs. [38]

 

Argentina is considered at stage 3 for telecommunication regulation.  As more barriers are taken down, Argentina can move into a stage 4. 

 

ICT Trade Policy (Stage 3)

 

Argentina is at a stage 3 for trade policy.  Argentina has taken steps in reducing the cost of Internet usage and has shown interest in e-commerce initiatives within the Free Trade Area of the Americas (FTAA) and the World Trade Organization (WTO).  Despite the interest shown in WTO, Argentina does not participate in the WTO Information Technology Agreement (ITA).   Argentina does not allow bills that are produced electronically, which slows the custom processing of electronic commerce shipment transactions.  Digital signatures have recently been introduced which will help advance the custom processing. [38] Another reason why ICT policy has not yet fully been optimized is the e-commerce field. E-commerce in Argentina is not used more widely, because the government of Argentina does not encourage it.  Tax evasion in Argentina is high, thus causing the government to set restrictions on e-commerce transactions. [35]
