Telecommunications Regulations (Stage 4)
Croatia's telecom market has been influenced largely by their decision to join European Union. It resulted in liberalization of market in telecom sector and helped to create a regulatory body that enabled competitive environment. Mobile phones are very popular in Croatia. There are more than 15 telephone networks in Croatia including fixed lines phone network and mobile phone networks. There has been a steady increase in penetration of mobile phones in Croatian market in the recent years from 67.7% of households in 2004 to 94.7% in 2009. The Croatian telecommunication market is ranked 24th place in global competition. Croatia has a high speed mobile network (HSDPA) that provides an enhanced 3G mobile telephony communications in High Speed Packet Access. On the internet front, 97% of the companies use computers to perform their business and 95% have access to internet. All these facts put Croatia at stage 4 in telecommunications regulations.

ICT Trade Policy (Stage 3)
Republic of Croatia invests more than $2 billion per year into ICT. Based on an NRI Index assessment conducted by World Economic Forum (WEF), Croatia was ranked 49th among the 134 countries considered in the assessment.   There is no accurate positioning of Croatia in ICT development matrix. But based on comparison and analogy studies show that Croatia belongs to the C league in level 2 along with Slovakia, Poland and Bulgaria (See figure below).
