18. Telecommunications Regulation (Stage 3)
The most current information regarding Colombia’s Regulatory Compliance are a 2007 document (Circular 060) and a 2006 document (Resolution 1672) that discuss the acceptance of and general conditions of terminal equipment and certificates of conformity. The equipment that is subject to approval is: Desk & Wall terminals (telephones), PCS terminals (cellular phones) and any Satellite terminal equipment. There are required fees to be paid and you must be physically present in Colombia for permit approval to be granted.
Until 2003, the telecommunications market in Colombia was controlled by the state-owned Telecom Colombia. Since deregulation, competitors have entered the market and offered citizens a choice of providers for local, long distance, and mobile telephony.
We rate Colombia’s telecommunications regulation as Stage 3. Progress is being made to provide citizens with various options for telephone and Internet service.
19. ICT Trade Policy (Stage 3)
Domestic software production is strong and competitive, enabling local producers to compete for business directly with foreign operators. Adding to the competitive advantage for local producers is the 32 percent tariff attached to software imports by the Colombian government.
The Colombian government has realized the importance of foreign investment in the country’s economic growth plans. Significant progress has been made in establishing resources for potential and current investment partners. Colombia is rapidly becoming the destination of choice for IT companies seeking to establish a Latin American presence.
