Chris O'Brien, CIO

Chris O'Brien was appointed the Chief
Information Officer for the City of Chicago in 2000, after serving
the City as Managing Deputy Chief Information Officer in charge of
Strategic Planning. He is also Commissioner of the Department of
Business and Information Services, the City's primary technology
planning and implementation and maintenance organization. Mr.
O'Brien's charge is to implement Mayor Daley's vision of a city
government that borrows the best practices of private industry and
governmental bodies to raise the level of service provided to
citizens, tourists and businesses. He oversees several reengineering
and implementation projects, including streamlining the City's
procurement and financial processes to attract qualified firms to
partner with the City; and implementing a Geographic Information
System which provides digital maps, photographs and up-to-date data
on all property City-wide. Mr. O'Brien also makes as many services
as possible available to the public via the City's web site, and
oversees the maintenance of the City's 10,000+ personal computers
and a WAN encompassing more than 100 City offices. Prior to joining
the City of Chicago, Mr. O'Brien was a Senior Consultant with CSC
Index.

service level agreement, possible benefits, the most important things to do early in the process,
why many organizations are outsourcing their information technology today, and why outsourcing

Jeff Kane is currently Vice President of Sales for EDS Operations
Solutions Midwest Region, covering Illinois and 10 surrounding
states. Jeff is responsible for the planning and execution of
complex strategies designed to help EDS' clients compete more
effectively in the digital economy. Jeff and his family are in the
process of moving to the Chicago area from Dallas, Texas, where Jeff
had been the Southwest Regional Sales Leader for EDS' Business
Process Management organization. Previously, he worked with a number
of United States Government clients helping to identify and solve
complex technical and business issues including Y2K, regulatory
compliance and information technology cost of ownership. Jeff is a
graduate of the U.S. Naval Academy in Annapolis, Maryland, and
served seven years in active duty with the U.S. Navy in a variety of
assignments.

Edmond Cunningham is a member of PA Consulting's Management Group,
working specifically in the IT Consulting practice. He earned both his Bachelor of Commerce
degree and an MBA in the UK and specializes in outsourcing, systems integration and project
management and is an authority on strategic sourcing, addressing IT and business processes.
Edmond joined PA in September 1996. He has experience in project management, the marketing
process and the finance and implementation of outsourcing contracts. During his career in PA,
Edmond has advised numerous financial, pharmaceutical and energy companies, among others. For
a global Pharmaceuticals company, Edmond led the US program on the scoping of services the
selection of a sourcing partner, the transition to the new partner and the redesign and
implementation of the new IT services organization for the IT infrastructure of the company.

Dan Himmerich is vice president of marketing for Strategic Sourcing
and has over 15 years of experience delivering outsourcing, consulting and software solutions to
the financial services industry. In his current role, Dan is responsible for the development and
execution of CSC Financial Service Group’s outsourcing market strategy for the North American
insurance, banking and financial services marketplaces. Dan has been a regular speaker and
participant in various industry events, focusing on outsourcing strategy and infrastructure
security. In addition to this role, Dan’s recent focus has been on bringing world-class
infrastructure security solutions to the financial services marketplace; through the integration
of consulting services, products, partnerships, and outsourcing.

Bernie Hoecker is the Business
Development Director for e-business on
demand in IBM Global Services. e-business on demand, also known as
e-sourcing, is the delivery of standard processes, applications and
infrastructure via the network provided as a service. These capabilities
provide both business and IT functionality. Bernie's mission is to
leverage IBM's business development resources and work with clients to move
them into an e-sourcing model. He will also work with key business
partners to leverage their products, services and coverage in an e-sourcing
environment. The organization is in place to bring all of the company's
capabilities, technologies and resources to develop the e-sourcing model in
the industry.
Prior to his current role Bernie has spent the last two years covering the
Net Generation customer set. This included xSP (service providers), market
places, spin-offs, startups, and venture capital firms..
Bernie began his career at IBM in 1980 in Cranford, NJ. From 1980 through
1987, he held various marketing and sales positions in multiple field
locations in both staff and management capacities. From 1988 through 1998
he has held key responsibilities in sales, software, marketing,
operations/finance.
Mr. Hoecker graduated from Rutgers University with a B.A. in Business
Administration and a B.A. in English.
Bernie resides in Ridgefield, Connecticut with his wife Carol and three
daughters.

Richard Howe has over 20 years progressive experience in
information technology at Fortune 50 companies. He currently manages delivery of application
services from SAIC's Naperville, IL, office to oil refineries and chemical plants globally and
to Transportation & Logistics, and Retail businesses in the United States. Before joining SAIC
in 2000, he was responsible for managing and aggregating application services in BP's downstream
businesses in North America from internal and outsourced providers. Rich graduated from the
University of Missouri with a BS degree in Accounting and completed an MBA program at DePaul
University.

Paul Nowacki is a Managing Consultant with PA Consulting Group,
with extensive business and IT experience including industry experience, Wall Street experience,
management consulting, and outsourcing. He has been involved with outsourcing as a consultant,
a client, and as a vendor. Paul is focused on helping clients evaluate, implement, operate, and
improve outsourcing relationships. He is a Chartered Financial Analyst, earned an MBA in
Operations Research, and, in addition to outsourcing, has experience with eBusiness, shared
services, balanced scorecard, and metrics. Paul's consulting clients range from start-ups to
established blue chips. Prior to joining PA Consulting Group at the end of 2001, worked for
Computer Sciences Corporation and for the DuPont Company.

At PricewaterhouseCoopers, Dave Galen is responsible for
identifying and developing opportunities for expanding the multi-process and advanced
technological capabilities of PricewaterhouseCoopers' Centres of Excellence in Tulsa, Houston,
and Chicago, which are part of the largest network of BPO service centers in North America.
Prior to joining the firm, he held various management positions at BP Amoco (now BP), where he
helped spearhead such corporate initiatives as the establishment of shared services and the
implementation of financial business process reengineering and business process enabling
technologies, including SAP. Dave has B.S. degree from the University of Arizona and a M.B.A.
from the University of Chicago.

At PricewaterhouseCoopers, Mr. Kassel is accountable for the design,
build and on-going operation of all computing and office infrastructure
supporting PricewaterhouseCoopers' Centres of Excellence in

connectivity. (These Centres comprise the largest network of BPO
service centers in North America.) His accountabilities include:
Mainframe and Mid-range hosting, Operating System Management,

(BPO) engagements, including multi-million dollar BPO deals. Mr.
Rosenhan also speaks fluent Japanese. Recent Everest engagements

Memphis and Charlotte. Prior to joining Exult, Maureen was the Director of HR Applications at Sears,
Roebuck and Co., where her responsibilities included the transition to PeopleSoft HRMS and the

Rudy Hirschheim holds the Tenneco/Chase International Chair in Information
Systems and was Past Director of the Information Systems Research Center in the Bauer College of Business,
University of Houston, Texas. He was recently the Ludwig Erhard Visiting Professor of Business Management
at the University of Bayreuth, Germany. In 1996, he was the Sir Walter Scott Distinguished Visiting
Professor at the Fujitsu Center for Managing Information Technology in Organizations, Australian Graduate
School of Management, University of New South Wales, Sydney, Australia. Among Professor Hirschheim's
15 books, are three on the topic of outsourcing: Information Systems Outsourcing: Myths, Metaphors and
Realities (co-authored with Mary Lacity); Beyond the Information Systems Outsourcing Bandwagon
(also co-authored with Lacity); and Information Systems Outsourcing in the New Economy: Enduring Themes,
Emergent Patterns and Future Direction. Major organizations which Professor Hirschheim has provided expert
advice and services to include: the Commission for the European Communities, British Telecom, Inland Revenue,
South African Reserve Bank, Perez Companc, Techinct, Texaco, Amoco, Exxon, Conoco, Compaq, the World Bank,
Shell and Xerox. Professor Hirschheim has been on the faculties of Templeton College, Oxford and the

As the Business Unit Leader for Account Leadership, John Costanza
leads Acxiom's Account Management Team for approximately 75 customers and a $100M portfolio.
He is responsible for P/L, customer satisfaction and revenue growth. He primarily interfaces
with customer's senior management, such as CIO and CFO. Before joining Acxiom, John worked for
Budget Rent-a-Car as Vice President for Information Technology. He was responsible for all
aspects of information technology including data center, network and application development,
with an annual IT budget of $70M with a staff of 160. John also participated in the Executive
team in developing business strategy and focus. He reported to the Budget Group CIO and to the
President of Budget Rent-a-Car. John holds degrees from the University of Illinois and DePaul
University.

Kenneth Young joined Synch-Solutions as its Chief Financial Officer
in 2002. Prior to joining Synch-Solutions, he was a Business Development executive at SBC
Communications where he executed acquisitions and alliances in the application hosting, system
integration, and data center services segment. Prior to SBC, Ken was a Corporate Development
executive for Telephone & Data Systems [parent of US Cellular and TDS Telecom] where he led the
valuation analysis team, executed two Initial Public Offerings, executed cellular and telephone
company acquisitions, and launched a new PCS Cellular company. Before joining TDS, he was an
Account Executive for Leo Burnett Company. Previous to that, Ken was a Consultant in the
Reorganization & Litigation practice of Price Waterhouse. Prior to that, he was an Operations
Finance Manager at General Motors Corporation. Ken holds a Master of Management from the Kellogg
Graduate School at Northwestern University and a Bachelor of Science in Commerce from
DePaul University. Ken is on the Board of Directors of Bell General.
