Turkey is one of the clear success stories of Connectivity Scorecard 2009. Included for the first time, the nation stands second in the ranks of resource and efficiency-driven economies. With a score of 6.71, the nation that is widely seen as the place where east meets west has an increasing amount in common with European rather than Asian neighbors when it comes to Information and Communications Technology. With consistent high scores across all three domains measured by the Connectivity Scorecard – government, business and consumer – Turkey trails only Malaysia on the list, finding itself in the company of the highscoring Latin American nations.

B2C Electronic Commerce (Stage 4)

On the business metrics that we utilize, Turkey is a top performer on the penetration rate of secure Internet servers, which is consistent with the evidence on broadband suggesting that demand for Internet-driven services and applications exists, as does the infrastructure to support and grow that demand. This is evidenced by Turkey’s high scores in enterprise access lines per capita. Business spending levels on software and hardware are also very strong with Turkey; in this area Turkey scores among the top-performing nations on these metrics.

B2B Electronic Commerce (Stage 4)

E-commerce in Turkey has been growing rapidly, though it had been fully established yet. Although most medium-sized and large companies have their own websites, they are used mainly for promotion rather than commercial transactions.

Banking, where the main incentive is lower costs rather than increased sales however, is an exception. According to some analysts estimations, e-transaction costs a Turkish bank around 5% of the cost of the same transaction in a traditional bank branch. Most of the larger commercial banks in Turkey offer Internet-based banking services.

As for the other companies offering online services, the most active are airlines and retailers of books and electrical goods. Turkey's largest supermarket chai , Migros, also offers online services.

E-government (stage 4)

Turkey gets a high score on most e-government related metrics. In particular, government spending levels on software, hardware and services is high, as is the availability of government services online.
