The National Development Plan
In 2006, the Government of Jamaica mandated the Planning Institute of Jamaica (PIOJ). The Plan Development Unit/Secretariat spearheaded the preparation of the country’s first long-term National Development Plan, and the Minister of Finance and Planning was responsible for the policy direction and development of Vision 2030 Jamaica. The goal is to put Jamaica in a position to achieve developed country status by 2030, through a yearning for a secure and prosperous future. This plan introduces a new paradigm that will move the country’s dependence on the lower forms of capital (tourism, exportation of sub-soil assets, & basic agricultural commodities), to development of higher forms of capital (cultural, human, knowledge and institutional capital stocks).
The Medium Term Socio-Economic Policy Framework (MTF) provides a dynamic and flexible vision plan, through short-term and medium-term priorities, policies and programs. This framework implements continuous monitoring and evaluation, and it allows for domestic & global changes within the process.
There are seven Guiding Principles that give priority attention to elements that are essential to delivering a world-class quality of life. People are placed in the center of all developments, as seen in Figure 1.

National Goals
The key underlying objective of Vision 2030 Jamaica is to secure sustained and broad-based improvement in people’s the quality of life. The National Development Plan communicates a comprehensive and integrated strategy around four fundamental goals. Achieving these National Goals cannot be realized in isolation from each other, as they are mutually reinforcing and synergistic in design, as seen in Figure 2.
