Development
 
A cluster comprised of nine resident companies, which results to an average of twenty one companies graduating from the incubator program within 4 years.
 
 
Financial
 
State of Sao Paulo endorses funding within the institution.  There are instilled incubators which have average life of 4 years for companies to start up. As this an academic institution environment, the government will mostly likely invest innovative technological products. 
 
Advantages:
 
Centralized in more academic structure setting, this allows more funding from the government. The government is willing to invest in current research of technological products especially those being incubators.  In addition, this allows the institution to interact with network of other international universities and paves the way for knowledge sharing.

Disadvantage:


These comprises of very newly established corporations which may cause investors to fully invest in these rising companies due to the sustainability of future growth.   With an emerging market environment and some companies being out of the incubator may constraint funding since there is lack of credibility.
 
Challenges
 
Much like their counterparty, CPQD, the English language limits the organization from expanding in a global perspective.

Competitive Advantage
 
Comprised of several new start ups within the incubators; in turn this encourages more innovative technology sharing and development including but not limited to: software, hardware, and applications.

The institution serves as a wealth of resources where students are able to participate in the incubator program which establishes foundation experience. This experience can allow students to start up their own businesses or be hired at one of the parent companies.
 
IT Policies
 
There exists a heavy emphasis on “Intellectual Property” within the university.
 
Transferring technology to industry is another main focus.
 
Goal: to increase professionalism in terms of managing IP and commercialize technology, continue to promote technological entrepreneurship and research projects.
 
Government
 
The State Government of Sao Paulo is the main source of income for the organization. The government can influence project selection to choose those that advance their social and developmental goals.

Challenges
 
High taxes make it difficult for new businesses to get started. Difficulty exporting to foreign markets due to the language barrier and customization of software solutions to fit Brazils unique tax and regulation system
     
Advantage:
 
As this is more in academia setting which government will be mostly to fund or provide any type assistance as there are new start ups.  In addition, incubators are instilled in this environment, which demonstrates to government that the institution isn’t necessarily to looking to purely profit from companies but to better Brazil society with new technological products.

Disadvantage:


It is an institution consisting of several incubators which can inhibit their growth to seek out technology knowledge sharing within their scope and also limitation on global resources.
 
Resources

Allows international companies to endorse novel technology ideas and research
 
Administrative Issues
 
After graduation from incubator, established company has to pay back royalties to parent company for 5 years. UNICAMP co-operates with other TTO's (technology transfer offices)
