Network Policy

In this section, we will try to address the question of what extent the policy environment in Brazil promotes or hinders the growth of ICT adoption and use.

Telecommunications Regulation (Stage 3, almost Stage 4)
This means that the plans to liberalize the telecommunications sector are well underway and beginning to bear the fruit of competition. In 1998, The Brazilian government finally auctioned off the majority of voting shares in Telebras, the national telecommunications carrier until then. The auction raised a strong 22.1 billion Reals (US$19 billion). Before the privatization of Telebras, there were reportedly over 10 million Brazilians waiting for wireline telephone service and another seven million on the waiting list for cellular telephones.

ICT Trade Policy (Stage 3)
This means that trade in ICT equipment is not restricted through unnecessary requirements, and tariffs are low and uniform. The Brazilian government has agreed not to apply disproportionate tariffs or taxes on electronically delivered products.
