Although in practice this will not occur until the negotiation phase when vendors submitted bids.  This exercise gives your group  an opportunity to identify potential costs and benefits in a five year time frame.  Present these figures based on the final choice. Data may come from interviews, research, and contact of vendors.  It is more important to identify relevant costs and benefits than to present accurate numbers.
